Grammar - call on

Hello. I would really appreciate it if you answered my question.

Is it possible to say "The EU called the international community to help Hungary" or is it only "call on ... to help". Is the first sentence absolutely impossible? Thank you.

The first sentence suggests to me that the EU used a telephone to speak with "the international community." I think "called on" would be best when describing a public pronouncement.
