Introduction
The LASD (Los Angeles County Sheriff's Department) is one of a small group of law enforcement agencies that have a nationwide influence and is looked to for leadership and innovation. It is a large urban agency serving millions of people in a richly diverse environment. The challenges facing the LASD in Southern California are often presented before the balance of the nation will experience them. In policing, as in other fields of endeavor, it happens first in California, and what California does will have a disproportionate impact everywhere else. (Bobb & PARC, 2008). This paper will be in four parts. Part one describes the LASD’s services and mission. In particular those of Jail system and Technical Service Division. Part two discusses the social impact from the perspective of General Systems (GST) and Socio-Technical Systems (STS). Part three describes some of the negative consequences that can be expected of for not establishing the proper procedures for documentation, storage and auditing and issues of planned IT change within LASD and the Imagery project phases and LASD’s role as one of the cooperating participants. And part four summarizes the information presented in this paper in order to reach certain conclusions. It does by highlighting the LASD’s nationwide presence. It also contains recommendations to help increase the effectiveness of LASD’s efforts to bring out safer communities by preventing and reducing many problems faced in time of difficulties and to carry out its conviction that public safety is critical to a strong community and the work LASD do matters to offer helping hand for public safety .

Introduction

The LASD (Los Angeles County Sheriff's Department) is one of a small group of law enforcement agencies that have a nationwide influence, and is looked to for leadership and innovation. It is a large urban agency serving millions of people, in a richly diverse environment. The challenges facing the LASD in Southern California are often presented before the balance of the nation experiences them. In policing, as in other fields of endeavor, it happens first in California, and what California does will have a disproportionate impact everywhere else (Bobb & PARC, 2008).

This paper is in four parts. Part one describes the LASD’s services and mission, in particular those of the Jail and Technical Service Divisions. Part two discusses the social impact from the perspective of General Systems (GST) and Socio-Technical Systems (STS). Part three describes some of the negative consequences that can be expected when proper procedures for documentation, storage and auditing have not been established, and issues of planned IT change within LASD, the Imagery project phases and LASD’s role as one of the cooperating participants.

Part four summarizes the information presented in this paper in order to reach certain conclusions. It does this by highlighting the LASD’s nationwide presence. This part also contains recommendations for increasing the effectiveness of LASD’s efforts to bring about safer communities by preventing and reducing many problems faced in time of difficulties, and to carry out its conviction that public safety is critical to a strong community and that the work LASD does matters by offering a helping hand for public safety .
